Mr. William Frank Carroll has been Board Certified by the Texas Board of Legal Specialization in Civil Appellate Law since 1990 and Civil Trial Law since 1992. Prior to his appointment to the TBLS Board he was the chair of the Civil Trial Exam Commission from 2009-2016. Mr. Carroll also served as a Director of the State Bar of Texas and of the Dallas Bar Association. He is a Life Fellow of the Texas and Dallas Bar Foundations.

Mr. Carroll is an adjunct professor of law at Southern Methodist University and a regular faculty member for the NITA Trial Skills and Deposition Skills programs.

Mr. Carroll is the chair of the Federal Bar Association Antitrust and Trade Regulation Section and previously chaired the FBA Federal Litigation Section. He is also past chair of the State Bar of Texas Antitrust and Business Litigation Section and the Dallas Bar Antitrust and Trade Regulation and Business Litigation Sections.

Mr. Carroll has been selected as one of the “Best Lawyers in America” since 2008 and as a “Texas Super Lawyer” since 2003. He is a frequent continuing education speaker and is the author of numerous articles on trial and appellate practice as well as class actions, antitrust law, financial institutions, federal jurisdiction and arbitration.

Mr. Carroll graduated from the University of North Texas in 1969 with a degree in political science, cum laude. He graduated from Southern Methodist School of Law in 1972 where he was Order of the Coif and an editor of the law journal. He practices trial, appellate, antitrust, white collar criminal, arbitration and intellectual property law in the Dallas office of Dkyema Cox Smith.
